Windows Embedded CE is a small-footprint 32-bit operating system that integrates reliable real-time capabilities with advanced Windows technologies. This proven OS allows you to build a wide range of devices that deliver immersive user experiences and rich connected experiences on four different CPU architectures: ARM, MIPS, *SH4, and x86.

Windows Embedded CE provides embedded developers with a unified set of tools to configure, build, debug, and deploy customized Windows Embedded CE-based operating systems. This fully integrated development environment (IDE) includes an ARM Emulator to enable parallel development of both hardware and software, a development tool called Platform Builder which customizes the Visual Studio development toolkit to build customized embedded OS designs based on Windows Embedded CE.

A Windows Embedded CE–based device typically is designed for a specific use, not general purpose.
